Dan Church Aid (DCA) DCA is a Danish Humanitarian and Development organisation working to assist and empower people affected by poverty and disasters to live a life in dignity. In Ethiopia, DCA’s area of works includes humanitarian response, food security, resilience building of vulnerable community members, and  gender and capacity building of civil society organisations. DCA currently has its main office in Addis Ababa and field offices in Gambella, Bale, Afar and Waghimra.

Overall Job purpose:

The field officer will contribute to the successful implementation and monitoring of DCA Ethiopia’s livelihood interventions in Afar both for refugees and the host communities for the project funded by DANIDA.  she/he shall be responsible for beneficiary targeting, registration and verification, and sensitization activities; provide technical guidance to community development facilitators and targeted beneficiaries; ensure adherence to international humanitarian standards in delivering commitments; and empower vulnerable community groups including women and people with specific needs through increased access to and control over productive resources during the project period.

Main responsibilities:
 
  • Take part in the preparation of detailed implementation and procurement plans and their periodic updates.
  • Participate in the development of clear targeting criteria and ensure beneficaries are clearly communicated to them and partners.
  • Maintain detailed beneficiary data/information, perform regularly update and document possible the changes.
  • Actively engage in the day-to-day implementation of the project activities and ensure technical soundness of project deliverables.
  • Coach/train and provide regular technical backstopping to community facilitators, incentive workers, and relevant partner staff on share cropping arrangement, goat fattening and SHG approach (as deemed necessary) to ensure effective implementation of livelihood interventions.
  • Participate in camp level meetings with beneficiaries, RCC, other stakeholders and ensure DCA’s adequate representation.
  • Closely Work with the Livelihood and food security coordinator and other teams in organizing project launching, review and closeout workshops.
  • Undertake post distribution monitoring to access the beneficiary income expense patterns in collaboration with MEAL officer.
  • Conduct regular market assessments to determine market demand and supply fluctuations and their implication on target communities.
  • Assist the various producer groups through providing market information, market linkage, and business development services.
  • Take part in baseline and end line assessments, as well as regular data collection to track project outcomes in collaboration with MEAL officer.
  • Collect routine monitoring data on the status of the project and share the data with the livelihood and food security coordinator.
  • Prepare and submit regular monitoring report to the line manager as per the required timeline and reporting template.
  • Ensure the relevant stakeholders including line government offices, RRS, UNHCR and target communities are actively participating in the planning and implementation of livelihood project activities.
  • Closely follow up on the security situation and provide share information with the coordinator
  • Ensure compliance to international humanitarian standards vis-à-vis project deliverables.
  • Document and disseminate learnings, best practices, and human-interest stories in collaboration with MEAL officer.

Representation and coordination
 
  • Duly represent DCA in meeting with beneficiaries and beneficiary representatives and camp level engagement with stakeholders as guided by line manager
  • Attend the regular meeting with the community representatives and clarify DCA planned activities with the beneficiaries
  • Ensure that good relations are maintained with beneficiaries committee, RCC, zonal leader, RRS, all partners, and stakeholders a camp level and hoisting community
  • Create and foster the spirit and culture of teamwork with in DCA team and other partners
  • Ensure that good relations are maintained with RRS, all partners, and stakeholders
  • Promote the organization’s key values and principles.

Complaint handling and response mechanisms
 
  • Provide information to the beneficiaries on their entitlement
  • Ensure targeting, complaint handling and response committees are organized/strengthened
  • Accountable for ensuring that all complaints raised by beneficiaries are logged into the complaint’s logbook
  • Receive complaint from the beneficiaries in collaboration with complaint handling and response committees and convey to the appropriate person to address it and follow up on the complaints to ensure they are responded.

Required knowledge and experience:

The post holder should be able to demonstrate the following attributes:
 
  • Master of Science (MSC) with 3 years or Bachelor of Science Degree (BSC) with 6 years of experience having education background in Development Studies, Agriculture, Food Security, Rural Livelihoods, Disaster Risk Management, Economics, and related disciplines
  • Experienced in food security and livelihoods project management, refugee, IDPs and hosting community context understanding
  • Good Knowledge of Ethiopian humanitarian operations and emergency recovery interventions
  • Good knowledge on SPHERE and other humanitarian protocols and standards
  • Experience working with INGOs and/or humanitarian agencies
  • Excellent communication and organization skills
  • Ability to work both independently and in a team
  • Excellent technical skill in humanitarian needs assessment, analysis, monitoring and evaluation techniques
  • Good report writing skills in English and computer skills in MS Outlook, Word, Excel, and Power Point
