Dan Church Aid (DCA) DCA is a Danish Humanitarian and Development organisation working to assist and empower people affected by poverty and disasters to live a life in dignity. In Ethiopia, DCA’s area of works includes humanitarian response, food security, resilience building of vulnerable community members, and  gender and capacity building of civil society organisations. DCA currently has its main office in Addis Ababa and field offices in Gambella, Bale, Afar and Waghimra.

DCA Ethiopia Office is looking for a competent Community Development Facilitator based at Afar, Aysiata.

Overall Job purpose:
The overall responsibility of the position holder is to organize and mobilize DCA’s target beneficiaries and stakeholders at very grass roots level and provide site level facilitative support for implementation of DCA’s projects in Afar. The Community Development Facilitator is expected to contribute to smooth implementation of community level beneficiary screening and supporting complaint handling and response mechanisms, community mobilization and awareness creation on DRM, CBEWS, peace building, livelihoods, nutrition, financial management and protection issues for the multipurpose cash assistance project. The community facilitator is expected to have a solid background of agriculture. Experience on DRM, Livelihoods, protection, beneficiary screening and supporting complaint handling and response mechanisms is an added advantage for this position.

Main responsibilities:
 
  • Facilitate project activity planning at community level.
  • Organize and facilitate community level tools such as FGDs and other PRA tools.
  • Collect relevant information to project planning process directly from the field.
  • Provide inputs to the planning process and ensure community level issues and concerns are included in concept notes and proposals.
  • Actively engage in facilitation of beneficiary awareness creation and screening process
  • Mobilize host communities and refugees for Livelihood and Multipurpose cash interventions
  • Proactively engage on establishing/strengthening of DRM, protection, and peace building and co-existence structures at kebele/camp level in collaboration with the project stakeholders and ensure functionality of the structure
  • Facilitate technical trainings on DRM, CbEWS, CVA, conflict sensitivity and protection to community incentive workers, and beneficiaries at kebele/camp level in collaboration with other DCA team member
  • Facilitate participatory disaster risk assessment and analysis/PDRA/ at kebele /camp level in collaboration with incentive workers and project stakeholders
  • Disseminate information pertinent to the project implementation to refugee and host communities.
  • Mobilize and organize community groups and maintain positive relationship with them.
  • Engage and work with host community and refugee community-based structures and traditional institutions including faith-based institutions and religious leaders.
  • Provide awareness creation on how to lodge complains, complaint handling and response mechanisms for beneficiaries and stakeholders
  • Provide day to day site level support to beneficiaries and seek technical support when need arises.
  • Identify community gaps, risks and challenges and report on them immediately.
  • Ensure project implementation activities are in line with community norms, culture, and value system.
  • Recommend to the project team contextual and population changes.
  • Organize and manage distribution of cash and livelihood inputs and other materials.
  • Participate in post distribution monitoring
  • Day to day technical support on CVA, protection, peacebuilding, and livelihood intervention in close consultation with immediate supervisor.
  • Ensure the vulnerable community segments are taking part in all project process.

Reports and representation
  • Collect and report daily information from the project site to the field office regarding the implementation of the project.
  • Update the project team with changes on working context.
  • Regularly collect and report on challenges and community feedback.
  • Presents himself/herself in respectful manner and treats beneficiaries with dignity.
  • Represent DCA in community-based initiatives and promotes the values of DCA.

Required knowledge and experience:

The post holder should be able to demonstrate the following attributes:
 
  • Minimum of Agricultural Vocational Training and more than four years of relevant experience in the fields
  • Has direct field experience in agricultural projects preferably in emergency settings with NGOs/humanitarian actors 
  • Good Knowledge of the emergency operations in Ethiopia; more specifically in Afar
  • Excellent communication and organization skills, judgment and tact, and the ability to work both independently and as part of a team.
  • Good report writing skills and computer skills in MS Outlook, Word, Excel, and PowerPoint
  • Knowledge of the operational context is advantageous
