Technical Adviser (Humanitarian Mine Action)

DanChurchAid (DCA) is currently looking for an experienced Technical Adviser (Humanitarian Mine Action) to join our Mine Action Programme in Syria.

DCA Syria seeks to support community-based and integrated programming through a combination of activities including Survey and Clearance, Risk Education, Livelihood, Protection, WASH and Shelter activities.

Position Objective and Reporting Relationship

As Technical Adviser, you will provide technical support, oversight and guidance to DCA HMA field operations and contribute to the development, planning, quality assurance and reporting of mine action activities. You will support efficient, effective and technically compliant operations and contribute to coordination with other relevant components of DCA's humanitarian programme.

Key Responsibilities

• Ensure assigned HMA field operations meet national mine action standards, IMAS, DCA SOPs and accreditation requirements, and support development of operational and task plans with day-to-day technical supervision within the direction set by the Operations Manager.
• Provide technical supervision and guidance to assigned clearance teams, identifying deficiencies, requiring corrective action within the authority of the position, and escalating material issues to the Operations Manager.
• Provide technical oversight of NTS, MMC, BAC, TS, EOD and IEDD activities, supporting evidence-based land-release methodologies, and personally undertake EOD/IEDD when operationally required and within verified competency.
• Conduct internal QA of clearance teams and monitor team-level QC, addressing non-conformities and escalating unresolved findings. Monitor technical and operational safety, suspending unsafe activities where necessary. Verify operational preparedness including task-site, equipment, communications and CASEVAC arrangements.
• Identify training and competency needs, and deliver or support technical training, coaching, mentoring and competency assessment. Provide technical oversight of mechanical clearance and equipment, including integration of mechanical assets and identification of serviceability deficiencies.
• Provide technical input to SOP development, identify operational lessons and recommend improvements. Support accreditation and re-accreditation activities including documentation, assessments and demonstrations. Liaise with authorities, mine action actors and partners, and represent DCA when authorised.
• Ensure technical accuracy and completeness of field documentation, and provide timely technical updates and inputs for internal, programme and donor reporting.

Your Profile

Mandatory technical qualifications

• Recognised EOD Level 3 and IEDD Level 3 qualifications, or recognised equivalent, supported by appropriate certification.

Required technical/operational experience

• Demonstrated practical experience in EOD and IEDD operations, including relevant explosive ordnance, IED and ERW methodologies in contaminated operational environments.
• Practical experience of clearance and land-release methodologies, including MMC, BAC and Technical Survey (TS).
• Experience of search methodologies and ground-sign awareness in contaminated areas, including urban and rural environments.
• Practical knowledge of mechanical clearance sufficient to provide technical oversight and integration with other land-release methodologies.
• Experience providing technical supervision, training and mentoring to operational personnel.
• Experience working in remote and insecure field locations.

Desirable/advantageous qualifications and experience

• EOD Level 3+ qualification is advantageous.
• IEDD Level 3+ qualification is advantageous.
• Previous experience with Humanitarian Mine Action organisations is desirable.
• Recognised instructor or mentor qualification is advantageous.
• Regional experience is desirable.
• Knowledge of IMSMA forms is desirable.

Professional competencies

• Strong leadership, team-building and communication skills.
• Strong interpersonal, diplomacy and liaison skills, with the ability to communicate effectively with colleagues, authorities, partners and other relevant stakeholders.
• Ability to remain calm and effective under pressure and in sensitive operational situations.
• Understanding of humanitarian principles and the NGO context, with flexibility, cultural awareness and sensitivity.

Language

• Fluency in written and spoken English is essential.
• Arabic language skills are advantageous.

IT

• Computer literacy is essential, including proficiency in Microsoft Word, PowerPoint and Excel.

Duty Station

• Raqqa, Syria (with work in Raqqa, Al-Hasakah and Aleppo).
• Non-family posting.
