Since 2015, DCA has been working in Syria through an integrated, multi-sectoral approach that aims to save lives and build resilient communities in rural areas, urban settings, and informal settlements.

DCA implements activities that include: rehabilitation of private houses, school rehabilitation, distribution of non-food items (NFIs), cash-for-work activities, protection services (psychosocial support, child protection, general/community protection including case management, cash for protection, awareness and prevention, and community protection networks), multi-purpose cash assistance, vocational training and technical education (TVET), and humanitarian mine action (risk education, survey, and clearance).

DCA combines mine action with humanitarian response to support vulnerable communities through a holistic, integrated, and adaptable approach to achieve the greatest possible impact.

- Positional Objectives

The Community Liaison Team Leader is responsible for leading and coordinating community engagement activities, including Explosive Ordinance Risk Education (EORE) and Non-Technical Survey (NTS), to support humanitarian mine action operations. This role ensures effective communication with local communities, accurate information gathering, and the promotion of safety practices to reduce risks associated with mines and explosive remnants of war (ERW).

We are seeking a Community Liaison (CL) Team Leader with strong leadership, problem-solving, and communication skills, local culture knowledge, and resilience in challenging conditions. - Key Responsibilities                                                                                                                        

1. Explosive Ordinance Risk Education (EORE):

• Lead the planning and implementation of EORE sessions in target communities.
• Develop and distribute educational materials to raise awareness about the dangers of mines and ERW.
• Coordinate with local leaders and stakeholders to facilitate EORE activities.
• Monitor and evaluate the effectiveness of EORE sessions and adapt strategies accordingly.

2. Non-Technical Survey (NTS):

• Coordinate and conduct NTS activities to collect information about suspected hazardous areas.
• Lead community meetings and interviews to gather data on mine/ERW contamination.
• Document and report findings using standardized forms and tools (e.g., IMSMA).
• Ensure accurate mapping and classification of hazardous areas based on community input.

3. Team Leadership and Coordination:

• Supervise and support community liaison team members in the field.
• Develop weekly and monthly work plans in coordination with project management.
• Ensure compliance with safety protocols and operational procedures.
• Facilitate training and capacity building for team members.

4. Reporting and Documentation:

• Prepare regular reports on EORE and NTS activities and submit them to relevant departments.
• Maintain accurate records of community engagement and survey data.
• Contribute to internal evaluations and lessons learned processes.

5. Community Relations:

• Build and maintain positive relationships with community leaders and members.
• Address community concerns and feedback related to mine action activities.
• Represent the organization in community meetings and local coordination forums.

- Job Requirements                                                                                                                                

• A University Degree (Preferred criteria)
• Minimum of 2 years of experience in community engagement or humanitarian mine action.
• Strong leadership and communication skills.
• Familiarity with EORE and NTS methodologies and tools.
• Ability to work in challenging environments and travel to field locations.
• Proficiency in data collection and reporting.

تجمع دي سي اي بين أنشطة نزع الألغام والاستجابة الإنسانية لدعم المجتمعات الضعيفة من خلال نهج شامل ومتكامل وقابل للتكيّف لتحقيق أكبر أثر ممكن.

:المسؤوليات الرئيسية - 

التوعية بمخاطر المتفجرات 

قيادة تخطيط وتنفيذ جلسات التوعية بمخاطر المتفجرات في المجتمعات المستهدفة.

تطوير وتوزيع مواد تثقيفية لرفع الوعي بمخاطر الألغام وبقايا المتفجرات من مخلفات الحرب.

التنسيق مع القادة المحليين وأصحاب المصلحة لتسهيل أنشطة التوعية.

متابعة وتقييم فعالية جلسات التوعية وتعديل الاستراتيجيات وفقاً للنتائج.

         المسح غير التقني

تنسيق وتنفيذ أنشطة المسح غير التقني لجمع المعلومات عن المناطق المشتبه بتلوثها.

قيادة الاجتماعات المجتمعية وإجراء المقابلات لجمع بيانات حول تلوث الألغام/بقايا المتفجرات.

توثيق وتقديم النتائج باستخدام النماذج والأدوات الموحدة (

ضمان رسم خرائط وتصنيف دقيق للمناطق الخطرة استناداً إلى مدخلات المجتمع.

  قيادة الفريق والتنسيق:

الإشراف على أعضاء فريق التواصل المجتمعي ودعمهم في الميدان.

إعداد خطط عمل أسبوعية وشهرية بالتنسيق مع إدارة المشروع.

ضمان الالتزام ببروتوكولات السلامة والإجراءات التشغيلية.

تسهيل التدريب وبناء قدرات أعضاء الفريق.

إعداد التقارير والتوثيق:

إعداد تقارير منتظمة عن أنشطة التوعية والمسح غير التقني وتقديمها للأقسام المعنية.

الحفاظ على سجلات دقيقة لأنشطة التفاعل المجتمعي وبيانات المسح.

المساهمة في التقييمات الداخلية واستخلاص الدروس المستفادة.

العلاقات المجتمعية:

بناء والحفاظ على علاقات إيجابية مع قادة وأفراد المجتمع.

التعامل مع مخاوف المجتمع وملاحظاته المتعلقة بأنشطة مكافحة الألغام.

تمثيل المنظمة في الاجتماعات المجتمعية ومنتديات التنسيق المحلية.

متطلبات الوظيفة

حاصل على شهادة جامعية (معيار مفضل)

خبرة لا تقل عن سنتين في التفاعل المجتمعي أو العمل الإنساني المتعلق بمكافحة الألغام.

مهارات قيادية واتصال قوية.

معرفة بمنهجيات وأدوات التوعية بمخاطر المتفجرات والمسح غير التقني.

القدرة على العمل في بيئات صعبة والسفر إلى مواقع ميدانية.

إجادة جمع البيانات وإعداد التقارير.
