Reporting to the Country Director, the HoSS will provide oversight, leadership and guidance on all finance, logistics, administrative and human resource activities in support of DCA’s Country Programme and the wider Senior Management Team. The jobholder will therefore be responsible for providing and ensuring an efficient and integrated support service, overseeing a range of crucial tasks, while ensuring the continued smooth running of DCA operations and functions.
In DR Congo we have implemented humanitarian projects since 2004. DCA aims to protect vulnerable communities in DR Congo, and to contribute to improve stability and social cohesion by addressing and mitigating the consequences of conflict and displacement. We clear explosive remnants of war, and assist communities affected by conflict and displacement by addressing protection and other essential needs. At the center of our work is our belief that local communities are the best agents of change.
The main duties relating to this position are as follows:
Leadership, Strategy and Development:
- Development of country strategies, which are translated into action plans and day-to-day tasks
- Ensure the leadership of the support services and manage the Procurement & Logistics Manager, the HR & Admin Manager, and the Head of Finance
- Hiring, training, coaching, and performance management as well as ensuring excellent collaboration and coordination between units
- Develop and manage support services related budgets, including staffing, technology, and other resources
- Develop and implement country specific technical SOPs, tools, guidelines, processes and procedures to ensure that support services are delivered efficiently and effective
Collaboration and Coordination
- Provide support and/or technical guidance to country operations while overseeing country activities
- Cooperate with the Head of Program (HOP), Head of MEAL and Operations Manager (OM) to ensure the quality control of proposals, budgets, and reports to donors and to local authorities
- Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action
Quality, Implementation and reporting:
- Provide regular reports to senior management on support services performance, including employee / partner satisfaction, and other key metrics
- Continuously improve processes and procedures to drive efficiencies and employee / partner satisfaction.
- Provide input on operational support in proposal development, coordinate and align operational support with programme plans
Additional responsibilities include:
- Contribute to culture of excellence, continuous improvement, and performance optimization across all projects
- Work in accordance with DCA values and humanitarian principles
- Maintain effective working relationship with other members of the programme
- Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit
We Expect the Following Qualifications from You:
- At least 5 years of HoSS experience in development or humanitarian sectors, ideally at a program or organizational level
- A minimum of 5 years of INGO work experience in a similar managerial role is essential
- Experience as a manager, and national mentor and capacity builder is essential
- Good understanding of the humanitarian principles linked to NGO field and operations contexts
- Work experience in remote and insecure contexts
- Strong leadership, team building and communication skills
- Flexibility and cultural awareness and sensitivity
- Computer literacy essential including proficiency in Excel, Word, Power Point, etc.
- Experience working with local partners would be advantageous
- Fluency in written and spoken English and French is essential
