MEAL Officer
Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, South Omo and Gambella regions.

Position Objective
The MEAL Officer will be responsible for implementing the MEAL framework of the EU-funded Karamoja Cluster project, ensuring systematic tracking of project progress against the logical framework (logframe) indicators. S/he will collect and analyse data related to conflict prevention, social cohesion, disaster risk reduction (DRR), and community resilience across targeted cross-border communities. This includes supporting participatory M&E, documentation of learning, and accountability to communities.
Purpose
The MEAL Officer will support effective monitoring, evaluation, accountability, and learning (MEAL) systems for the EU-funded project in South Omo. The role focuses on tracking log frame indicators related to conflict prevention, social cohesion, disaster risk reduction, and resilience-building in cross-border communities.
Engagement
- Implement MEAL Policy: Ensure effective application of the MEAL policy in alignment with the project’s objectives to strengthen peace, resilience, and disaster risk reduction across cross-border communities.
- Lead Assessments & Evaluations: Manage assessments and evaluations that measure progress on conflict prevention, social cohesion, and resilience-building, from tool design through data analysis.
- Strengthen MEAL Plans & Reporting: Support development and implementation of MEAL plans, including Master beneficiary list (MBL) that reflect the project’s specific objectives, ensuring timely and quality reporting on key indicators such as social cohesion and livelihood coping strategies.
- Enhance Data Analysis: Analyse and interpret data related to peacebuilding, DRR, and community resilience to inform adaptive project management and improve outcomes.
- Build Capacity & Support: Coach project staff and partners; including local authorities and community groups; on MEAL methodologies to enhance data quality and program effectiveness.
- Promote Learning & Accountability: Harvest outcome, compile and disseminate progress reports, dashboards, and learning briefs to guide evidence-based decision-making and community accountability.
Delivery
- Provide Technical Support: Facilitate the effective functioning of feedback and complaints mechanisms and support the rollout of CHS standards to ensure community voices shape project adaptations and promote conflict-sensitive programming.
- Document & Share Insights: Capture lessons learned and best practices from peacebuilding and resilience activities to support continuous improvement and knowledge sharing across the Karamoja Cluster.
- Monitor Documentation Compliance: Ensure accurate, timely documentation of MEAL data and reports
- Coordinate MEAL Integration: Work closely with project teams and partners to integrate MEAL activities into planning and implementation processes, ensuring collaboration that supports cross-border peace and resilience objectives.
Job Requirements
- Minimum of first degree in statistics, economics, development studies or another related field.
- Minimum 5 years of relevant experience in expertise.
- Experience in working with NGOs/humanitarian agencies
- Excellent communication and organization skills, judgment and tact, and the ability to work both independently and as part of a team.
- Good report writing skills and manipulation of digital data collection and analysis packages.
- Good knowledge of the operational area is advantageous
