Area Managers in Democratic Republic of Congo (DRC)

As DanChurchAid’s (DCA) new Area Manager, you will manage sub offices in the ground in ensuring the successful implementation of the programme, assist in overseeing the administrative, finance, and HR processes, support the logistic and managing security access. The area managers will report to the Head of Programme.
DCA DR Congo Country Programme
DCA aims to protect vulnerable communities in DR Congo and contribute to efforts to improve stability, by addressing and mitigating the consequences of conflict and displacement. In North Kivu, we assist communities affected by conflict and displacement by ensuring access to improved educational opportunities, and we address the protection – GBV, Shelter NFI, WASH and Foods security needs of vulnerable people. In addition, DCA clear explosive remnants of conflict and landmines and educate people on the dangers they represent in other areas of the country.
Role and responsibilities
Programme development and reporting
- Coordinate the implementation of all DCA’s programs at field level : protection – GBV, shelter and NFI, multipurpose cash assistance, food security and livelihoods, etc.
- Continuously monitor the context and provide regular analysis on the humanitarian situation in the area for project proposals development and safety assessments in cooperation with the Head of Programme.
- Ensuring that all DCA systems for program administration, logistic and financial management are implemented and adhered to, including responsibility for specific project budgets.
- Comply with internal reporting requirements, contribute to, and provide quality assurance of external reports from area of operation
Representation and Coordination
- Ensure DCA representation in the area of operation and attend all relevant fora/meetings (COHP, Access forum, etc.) in order to strengthen DCA’s position.
- Foster relationships with NGOs, local authorities and other relevant stakeholders in the area of operation
- Organise and lead donors’ field visit.
Security management
- In collaboration with the Security Advisor, ensure that a Security Plan for the area is updated regularly
- Ensure that DCA staff adheres to DCA´s security rules and guidelines
- Support access negation by maintaining dialogue with Congolese army, non state armed group, local authorities and others security stakeholders in the field
- Monitor closely the security context by ensuring timely and regular collection of safety and security data and information likely to impact operations
Direct staffs management
- Line manage directly Projects managers, admin – finance assistants, logistic assistant and Security officer in the field
- Overall responsibility for the recruitment of qualified staff for the area office
You have the following qualifications:
- Relevant University Degree, Masters or post-graduate in international relations, Humanitarian Programs Management, political science, international development and/or similar field
- Minimum 4 years’ experience from working as Area Manager or Senior Project Manager in a humanitarian context
- Experience in managing security and linking with non state armed group
- Experience from working in complex and volatile contexts
- Proven capacity in program management, finance, logistics, human resources, and security management
- Experience of managing USAID, EU and UN fundings is a plus
- Experience on DR Congo humanitarian context is an asset
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in French and English preferred, both written and verbal
- Understanding of Kiswahili is a plus

- Non-family posting based in Mweso for the Area Manager North Kivu and in Fizi for the Area Manager South Kivu & Maniema.
